I know we all want the highest quality scans and covers on this site. However, I don't think that "naming and shaming" is the best way to go about fixing issues with some scans. A better option would be to PM the scanner and offer "constructive" criticism or make "constructive" comments in the post.
I am not sure how others feel about this but it is better to have people scanning the covers and others helping fix them up(through comments or cleaning up the scan) rather than driving them away. Remember these scanners might have access to covers you want!
You can always help to improve someone's scans by offering guidance and feedback. I know when I first started scanning I knew nothing about producing a high quality result. The website I was posting on at that time had a lot of users who provided great feedback which helped improve the quality of my scans.
